Strengthening the Safe Production Environment and Implementing Transportation Safety

In order to deeply implement the deployment requirements of the Party Central Committee and the State Council, effectively strengthen the safety management of road transportation of dangerous goods, prevent accidents in road transportation of dangerous goods, ensure the safety of people's lives and property, and protect the environment, on November 10, 2019, the Ministry of Transport, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Emergency Management The State Administration of Market Supervision and Administration issued the Measures for the Administration of Road Transport Safety of Dangerous Goods (Order No. 29, 2019 of the Ministry of Transport of the Ministry of Transport of the People's Republic of China, hereinafter referred to as the Measures), which has been officially implemented since January 1, 2020.
The Measures consist of 10 chapters and 79 articles, which are divided into general provisions, special provisions for the transportation of dangerous goods, exceptional and limited quantities of dangerous goods, dangerous goods transportation, loading and unloading of dangerous goods, dangerous goods transportation vehicles and tank vehicles, tank bodies, movable tanks, and tanks, operation management of dangerous goods transportation vehicles, supervision and inspection, legal responsibilities, and supplementary provisions.To assist dealers in implementing standards, focus on preventing and warning the transportation of goods in the industry, and ensure the safe and convenient transportation of goods, we have selected the special provisions and regulations on the transportation of exceptional and limited quantities of dangerous goods in Chapter 3 of the "Measures". We hope that all dealers can read and understand them. Key regulations:
Article 19: If the shipper consigns a limited number of dangerous goods, they shall provide the carrier with a packaging performance test report or a written declaration that the dangerous goods comply with the packaging requirements of the Dangerous Goods Road Transport Rules (JT/T 617). The carrier shall require the driver to carry a test report or written statement with the vehicle.
Article 20: Exceptional and limited quantities of dangerous goods packages may be mixed with other dangerous goods and ordinary goods for loading, but limited quantities of goods may not be mixed with explosives for loading.
Article Twenty-One Demands If the number of packages of dangerous goods in exceptional quantity carried by transport vehicles does not exceed 1000, or the total mass (including package) of dangerous goods in limited quantity does not exceed 8000 kg, they may be transported as ordinary goods.
The above regulations specify special management requirements for exceptional quantities, limited quantities of dangerous goods, etc. It has been clarified that exceptional quantities of dangerous goods and limited quantities of dangerous goods that meet the requirements can be mixed with other dangerous goods and ordinary goods, and those that do not reach a certain quantity can be transported as ordinary goods. However, there are clear requirements for the packaging, labeling, testing reports, or written statements of exceptional or limited quantities of dangerous goods to ensure the safety and efficiency of road transportation of dangerous goods.
Prior to this, many provinces have taken different existing measures for high-speed transportation of dangerous chemicals, such as transportation of 84 disinfectant, perfume and other small packaged daily chemicals, as well as aerosols and chemical reagents, which need to be transported by special vehicles for dangerous goods and cannot be mixed with other goods. The transportation cost is high, which has hindered the efficient circulation of dangerous goods to a certain extent and affected the circulation of goods and consumer demand. That is to say, with the implementation of the Measures, shippers will bear more responsibilities, such as classification, packaging, labeling, information transmission, etc., which are all responsibilities that dangerous goods shippers must bear. As a carrier, it is also necessary to understand the hazardous characteristics of the product and handle and transport dangerous goods in a compliant and reasonable manner. It is worth noting that for the transportation of exceptional and limited quantities of dangerous goods, based on the previous experience of exemption for small dangerous goods such as pesticides and coatings, the limited and exceptional quantity system has been improved. Exemptions that meet the requirements can be managed according to ordinary goods transportation, reducing some transportation costs and better promoting convenience and benefit for the people.
